The abbreviation machine — two rules, both directions, no guessing

Rule 1 deletes leading zeros inside every group. Rule 2 collapses one run of all-zero groups into ::. Expansion is subtraction: hidden groups = 8 − written groups. Watch the machine do it, then be the machine.
